if you use in SYS_APPLICATION_SCRIPTS the module
make_reboot
then this file will be created, and after the alice-configuration has been
run the system is rebooted.
I newer versions of alice this messages shouldn't occurr anymore, beacuse the
existerce od that file is checked in another way.
