Yes of course just set the following parameters:
<SET_ROOT_PWD>yes</SET_ROOT_PWD>
<ROOT_START_PWD>cryptedpw</ROOT_START_PWD>
use htpasswd to generate the crypted password, if ROOT_START_PWD is not set,
but SET_ROOT_PWD the default password is "blank"
