Oracle have an entire manual dealing with just
internationalisation issues such as characters
sets. And in that manual they spell out the
character set conversions that are possible
without having offload your data and recreation
of the data base. The simple answer is that
there isn't one, and I would strongly suggest
you find a copy of that manual and give it a
thorough read. Maybe a couple of times.
