You should have X server. Try xclock - if it runs, then you are fine there.
If not:
If you run dbca locally on server, you should have X (KDE, GNOME, etc.)
running on it. If you connect from windows workstation, you should have
X-terminal installed like Exeed. You have to set DISPLAY variable properly
with workstation IP. It is well described in Installation Guide.
