Hi Josh,
I had this Problem too. After creating a new database there was no Pfile in
the dbs-Directory, only the Spfile. I think its a little mistake from
Oracle in the dbstart-Script. I solved this Problem by commenting out the
following line in the Script:
PFILE=${ORACLE_HOME}/dbs/init${ORACLE_SID}.ora
If you say Oracle "PFILE=..." the Sytem looks only for a Pfile. If there is
nothimg, the Sytem looks first for a Spfile, if there is none, it looks for
a Pfile.

Seems like a catch 22, in order to start the database using dbstart I
needed to create this init{$SID}.ora. I found another thread on symlinking
a file in $ORACLE_BASE/admin but when I went to that directory the files
needed were not there. Regardless, it SEEMS to be working now.

The software I installed is whatever I could download from www.oracle.com
that was targetted for Linux, no patchsets. The DB server is 9.2.0.1, the
Dev Suite is 9.0.2 (from
http://otn.oracle.com/software/products/ids/htdocs/linuxsoft.html), and the
app server is 9.0.2.1 Enterprise Edition (from
http://otn.oracle.com/software/products/ias/htdocs/linuxsoft.html). The
app serv is huge, I haven't installed this yet due to errors, I'm wondering
if it includes the database server?
