Go to $ORACLE_HOME/reports/lib/ins_reports and type "make bld_install -f ins_reports.mk" to see what errors are causing the failure. I had problems with a hard-coded link to an Xm library that was the wrong version.
Be warned, you'll probably have to do this a couple times as other targets will fail as well...
