From the perspective of a single system, it's just a bundle of the updates.
In the larger context a service pack provides a synchronisation point (for
users, vendors (think certification), support) and (as a service pack is
released as a set of ISO images) updated installation media (think systems
hardware that has only recently become properly usable with Linux).
