I usually configure interfaces by other way:
- open yast2 -> network -> cards
- DELETE configured interface
- select interface (it moves to non configured list) and rename it into
eth0, eth1 etc.
After it system donot link interface to the AMC address anymore.
I think, RHEL uses better interface here:
- they have option for 'ethtool' flags;
- they have a checkbox _bind interface to MAC address_ (It is a very bad
idea, in realitym because interface MAC changes all the time, when we
replace servers, replace cards and so on. No any reason to do it ion
servers).

Probably the MAC-Adress of the NIC is not correctly saved in
/etc/sysconfig/network/ ?
The Init-Scripts identify the NIC by their MAC in order to determine the
IP-Adress for every Interface.
