I found this helpful:

It tells you how to roll SP1 into a "network installation source".
Follow the instructions, but skip the "Available through http"
section. Once you have the directory structure in order (with all the
installation media copied to the hard drive), you type:

  bash$ yast2 cd-creator

This will bring up a GUI for creating the actual installation CDs. I
don't have a link handy for cd-creator, but a Google search turns up
some helpful stuff. I haven't yet found a step-by-step guide for
creating SLES9 + SP3 installation CDs, so you're stuck with piecing
together the process. Hope this helps.
