I think you have a misunderstanding.

The zone files may be static on some sites which use BIND, but they
are, in general, writable (variable) data and therefore belong in /var.

This situation arises if you permit dynamic DNS updates, for instance.

By contrast, the BIND configuration files (e.g. named.conf) are always
static (i.e. only updated by explicit system administrator action) and
therefore belong in /etc.

Personally I back up /var (or at least parts of it) with the same
rigour that I back up /etc since I typically could not reconstruct a
system without it.
