Many people will download it, instal and report bugs; then SuSe fix them (some of) and issue SP1, which will be real RELEASE.
It do not depend of Novell at all, if they want Open Beta or they do not want Open Beta; they will have Open Beta by one way (SLES10 OpenBeta) or another (SLES9 Released without formal open beta).
So it's all about correct naming. System, which was not installed on thousands of pre-production and lab servers, and well tested, cannot be treated as release. First system which is _relatively_ open for distribution is always Beta. You can name it BETA and have a very solid Release (and good reputation), or name it Release (but everyone will know, that _their releases are always broken, always wait for the servicepack 1_.) It's all about reputation.
In my opinion there should have been a SLES open BETA, it was a mistake that it was not.
