Sounds like a permissions issue. Is it possible that file/dir permissions are being somehow changed in the user home directory. Check the ownerships too. As root, you'd not see these problems, hence my suggestion.
I've had immediate Netscape lockups after inadvertently having an active Netscape file in my app-defaults directory which belonged to a previous version. That is to say I forgot to remove it during an upgrade :)
If you find no discernible problems, wipe every Netscape component off the system and do a clean install from the latest RPM. I've seen Netscape leave messages about failures in ~/.X.err ... what's there? Not to mention that Netscape depends on networking and name resolution to be operating smoothly.
