Thanks to a couple of ideas from David Miller and Sean Callanan,
this seems resolved.
The short answer: The adaptor is identified as

The kernel module is <sym53c8xx.o>; SuSE ships it; it works fine.
However, when SuSE at installation sees the card, apparently it wants
to use <ncr53c8xx.o> (at least, that's what it puts into the master
system configuration file (rc.config)). Fixing this and rebuilding
the initial ram disk image make things go much more reasonably.
Following Sean Callanan's first thought (put a correct /boot partition
on SCSI with "root=<IDE root>" and brute force) is getting me where I
want to be.
