    I think, i know this.
Same on my Box last Week!

You ___MUST___ install egcs to compile the Kernel in 32-Bit-Sparcs,
i tried gcc 2.95.3, 2.96.x, 3.02 and 3.03 but the only way to get
a running Kernel on 32-Bit-Sparcs seem to be using egcs + gcc together.

install egcs and gcc together (the SuSE-RPM's) and the SuSE-Makefile
will (hopefully) do the Work for you. But I don't know if egcs is able to
compile the CVS-2.4.x, egcs and my SuSE-2.2.20-SMP is working (mostly!).
Check the (SuSE)Makefiles in both Versions and fix it for egcs.

This may work. (hopefully)....(Sometimes)....(on good Weatherconditions)
