Is telnet enabled in /etc/xinetd.d/telnet.
There should be a yes/no field in that file.

No, you get the same error. It's always better to show as little
information as possible to the 'ouside'.
Perhaps you should check the /etc/hosts.allow and /etc/hosts.deny files
?
