I tried uncommenting - still "login incorrect"
Also added the IP from which I was telneting - still "login incorrect"

Tired commenting this - still "login incorrect"
I also followed another suggestion to check /etc/shells to see if passwd
shell was there. It was there.
The other suggestion I got was to see if PAM was running - not sure what it
is.
Any other suggestions?
After the install I had to setup inetd to start on startup b/c it was not by
default. Think I did a workstation install.

No, you get the same error. It's always better to show as little
information as possible to the 'ouside'.
Perhaps you should check the /etc/hosts.allow and /etc/hosts.deny files
?
