This is hard to say. From your description I'm not even sure TaskJuggler is up
to the job that you want it to do. At least it was not intended for such a
use, I guess. But that hasn't stopped people from using it for all kinds of
things that I didn't think about. I'd suggest to give it a try and work on
Plan B in case it does not work out.
