I'm sure Kate can do this somehow but I haven't figured out how to configure it. If some Kate experts sends me the config I'll add it to the default.

Not sure what you mean. You can always resize the Gantt part of the splitter. But you cannot extend it larger than the specified interval. So you have to zoom in to widen the column.

Limits get inherited by sub-tasks as a convenience but this is probably of limited use. But checking limits all the way up the dependency would kill scheduling performance.
