The documentation was wrong here. But the above syntax is correct. In some
interim version planbooking had the project ID as 3rd parameter, but that got
dropped. Obviously I didn't correct the documentation before the release.

Can you send me a small example that reproduces the problem? You might have
found a bug here. And please send me the version of taskjuggler that you are
using.

It probably serves the purpose, but you will get a warning. It's probably a
better idea to assign the resource to another task with higher priority. That
way you let TJ decide about spare time and are sure not to overload the
resource. Assign a flag to this task so that you can hide it in all reports
since it does not matter for the project.
