Just looking at the C++ source code of taskjuggler, there is only the rather
small path name handling code that uses '/' instead of '\'. And there is the
%z format argument to strftime in Utility.cpp. That you be it. But I have no
clue how well the autoconf/make stuff behaves under Cygwin.
