No, it's not. It's a seperate problem. Fixed as well.

Only if the generation of the HTML documentation failed. book1.html should be
under doc/en/taskjuggler/book1.html. If this is not there, then you most
likely still miss any of the SGML tools.

Where do you see a problem? TaskJuggler is not an X11 application. It does not
require a DISPLAY. You need the X11 client libs, but those don't hurt
nowadays anymore even on servers.
