There is, but it is not very nice. You need to create a milestone for each
month hardwrired to the start of the month and then add a startcredit with

The cost functions of TJ are mostly meant for project planing, not exact cost
tracking of even invoicing. If you can live with certain rouding errors, you
can convert the monthly payment to a daily rate and make sure the resource is
fully booked each month. This can be achived with low priority fall-back
tasks.
