This will never happen. The limits are checked each time the schedules
allocates a time slot for a resource. No allocation will be made if any of
the limit is exceeded.

Vacations are not considered work time. So if you have a limit of 3 days per
week and you have 2 days of vacation that week, the full 3 working days will
be allocated.
