We have removed the URL and replaced it with a fixed location since several users complained about the fact that building TaskJuggler triggered a network access or caused the build to fail with some rather strange error message. So we choose to replace it with a hard coded path. At least the error message is more understandable for non DocBook experts.
But none of the solutions is really pleasing. We are still looking for a better way to handle this.
We also have looked using at XSL instead of DSSSL but DSSSL seems to be the less painful option right now. But it's likely that we switch to XSL in the future.
