This issue is fixed by using the kde-admin-patch package. Do you have read
the
compiling information on
http://kde-cygwin.sourceforge.net/kde3/compiling.php ?
In mostly cases they will work.

So I'll apply the patch when I get it - the patch doesn't seems to come down
properly with the cygwin setup (I can't find it in my tree) so I'll manually
find it and let you know
