TaskJuggler always tries to find the shortest overall project time. Depending on how you write your project this can be an arbitrary complex task. We use a simple heuristical algorithm that tries to schedule the project in a reasonable amount of time. This is not a sophisticated optimization algorithm. So TaskJuggler requires your guidance to find the solution you are looking for, even though it tries to help you as best as it can.
But if you think there is obviously something wrong, please post your project and I'll have a look what's going on.
