[caasp-beta] Beta 4 timing

We had intended, as some of you are aware, to release SUSE CaaS Platform 4 Beta 4 by now. It is technically complete and tested.

This beta release has the ability to be applied as an update to clusters running Beta 3. In order to do so, we need to set up Update channels. That process is going on now. When that is complete, a notification will be sent out.
