The last piece you are missing is `firewall`.
The error message is a bit shadowed due to the cluttered logs. As Eric
mentioned in you other mail:

salt-run -l error state.orch ceph.stage.configure

  because INFO includes WARNING which is why you only received additional
messages.  BTW, these levels are listed in /etc/salt/master with log_level.


try to disable the firewall with:

utilizing salt -> salt "*" cmd.run "systemctl stop SuSEfirewall2"
