Quite simple: openSUSE Tumbleweed is a rolling release with changes
nearly every day, SLE is pretty stable.

So, even if you align the packaging guidelines at one point in
time: SLE will stay, openSUSE Tumbleweed will move quickly away
and the guidelines are no longer aligned again.
