Description:


   This update for irqbalance fixes the following issues:

   - Fix banned IRQ balance list. (bsc#968711)
   - Remove unused sysconfig variable IRQBALANCE_BANNED_INTERRUPTS.
     (bsc#968870)
   - Balance correctly IRQs reappearing. (bsc#949276)
   - Classify PCI Sub-Class for better performance. (bsc#949276)
   - Follow latest PCI class code spec. (bsc#949276)
