   - units: Move Before deps for quota services to remote-fs.target.

   - udev: Support predictable ifnames on vio buses. (bsc#1029183)
   - udev: Add a persistent rule for ibmvnic devices. (bsc#1029183)
   - units: Do not throw a warning in emergency mode if plymouth is not

   - core: Downgrade "Time has been changed" message to debug level.
