   An update that has two recommended fixes can now be
   installed.

Description:

   This update for dnsmasq fixes the following issues:

   - add missing prereq on the group to be created (bsc#1106446)
   - Don't require systemd explicit, fix spec file to handle both cases
     correct. In containers we don't have systemd.
   - Adjust pre/post install for transactional updates.
   - Use %license instead of %doc (bsc#1082318)
