Enabling Online Service Pack migration requires the final codebase of
the target Service Pack to available, as otherwise customers, who do not
(want to) participate in Beta testing would be exposed to non-final
code.

That said, the repositories for Online Service Pack migration can not be
offered and opened before First Customer Shipment of the Service Pack.
