I assume you refer to grub2-x86_64-efi ?

This package only requires efibootmgr, grub2 and perl-Bootloader
explicitely, I see no hidden dependencies either.

This could only be a strange side effect.
I made an installation with just "minimal pattern", and did not see an
issue, but that might not be representative.
