"Static" means that the unit file does not have an [Install] section, so it won't be activated automatically.  Another unit file depends on the static service, so it is listed as enabled, but "static."  If all the services that depend on it are disabled, the static service will no longer show up as enabled.

At least, that's my understanding of how it works.
