Yes, known problem, the btrfs kernel interface is really awful :(

# btrfs balance start -dusage=5 /.snapshots

should work. The btrfs tools work with directories in the filesystem
as argument, while in reality they need the device name of that filesystem.
And on the way through the kernel the request is wrongly refused.
