Yes, this is what I had in my mind when I made the proposal. It is the
PR's reviewer responsibility to decide if the PR requires a more
rigorous/thorough testing, and schedule some runs of teuthology suites,
otherwise the PR can be merge with only a simple tes using a single VM.
