That's not the root cause, but you might disable the firewall.

Could you provide us your policy.cfg?

and whats the output of:

ls /srv/pillar/ceph/proposals/profile-*/**/

The `profile-*` directory indicates the suggested disks used for cluster
deployment. e.g profile-1-DISK_MODELNAME-5-DISK_MODELNAME/

The role-storage exists mainly for internal targeting. What you should
look for is:

ls /srv/pillar/ceph/proposals/profile-*/**/

there should be a `cluster` and a `stack` directory.

the `cluster` directory consists of <hostname>.sls files with a content
if it's assigned role. The content should look like this:


roles:
- storage

In the `stack` directory you will find some sub-directories ->
[default/ceph/minions].
Check if you find <hostnames>.yml files with a similar content of:

storage:
  data+journals: []
  osds:
  - /dev/disk/by-id/scsi-UUID_OF_THE_DISKS
  - /dev/disk/by-id/scsi-UUID_OF_THE_DISKS
