We're receiving an increase in support cases across both Amazon and Google with
customers performing upgrades via DMS. 

A workaround that seemed to work in the past was to run:
zypper in --oldpackage suse-migration-sle15-activation-2.0.32-6.27.1 and
overwrite the newer version.
But this no longer works.

The 2.0.34 is in the process of being released. Why are you not able to use
2.0.32? Others have reported this workaround has allowed for migration until
2.0.34 is available.

Reopening because this is a hot issue at Google right now and I've followed
suggestions in the duplicate bug but customer is still having issues.  I'm
trying to replicate the issue further but it will take time.

My guess is the reason the workaround is not working anymore is that your
12-SP5 instance is running 

cloud-regionsrv-client-10.0.5-52.80.1

This version moves the cache files from /var/lib/cloudregister (9.x version of
cloud-regionsrv-client) to /var/cache/cloudregister.

DMS 2.0.33 or earlier is not aware of this new directory and as such in
"migration mode" it does not mount them.  

As a workaround can you copy the files from /var/cache/cloudregister to
/var/lib/cloudregister before doing the migration?

So until SLES15-Migration-2.0.34 is released, the workaround is the following
after fully updating the SLE12-SP5 packages and installing SLE15-Migration:
zypper install --oldpackage cloud-regionsrv-client-9.3.0-52.61.2
zypper install --oldpackage SLES15-Migration-2.0.32-6

Then perform the migration.

It looks like you commented out the default settings

sudo grep kernel /etc/zypp/zypp.conf | grep -v "##"

multiversion = provides:multiversion(kernel)
multiversion.kernels = latest,running
