[sle-beta] cannot build SLES15 kiwi image in OBS

[Luiz Angelo Daros de Luca]

build-mkbaselibs-sle is failing for normal package build as well. It's not related to
kiwi images.

I had to copy it from Tumbleweed into my local OBS project in order to satisfy
my builds.
