It does indeed look like it targetcli/python3-targetcli-fb is missing.

Have you checked for python3-targetcli-fb? This is the new name of the package I believe, since python2 support is removed for SLE 15.

I am downloading the ISOs now the test them. If it is indeed missing please file a bug, and please cc me?
