[sle-beta] Building SLES15 docker images: PreInstall of skopeo misses libgpgme11

Hi guys,

we are building SLES15 docker images on our private OBS instance.

PreInstall'ing skopeo, as this is needed for docker images, leads to an
error where a shared library from libgpgme11 is not found.
PreInstall'ing libgpgme11 in addition fixes the issue.
