Could you please let me know how to download the SLES11 SP4 devel packages(example libcurl-devel) from the suse site?

define "Support":

General Support for SLES11SP4 ended 2019-03-31.

SLES11 SP4 still has LTSS until 2022-03-31 according to the Lifecycle page.
