Hi,

kernel-default-5.3.18-20.4.x86_64.rpm and kernel-default-devel-5.3.18-20.4.x86_64.rpm was pushed to our online channel end of last week, 
you should be able to retrieve them from SCC at https://scc.suse.com/packages?name=SUSE%20Linux%20Enterprise%20Server&version=15.2&arch=x86_64&query=kernel&package_id=20342508

I’m still a bit puzzled why 5.3.18-19.1 rpm packages was not available for download… but at least I’m able to see and retrieve 5.3.18-20.4 as of today. 

So I hope this helps.
