This update for perl-XML-Twig fixes the following issues:

- Fix the test suite to build with expat 2.8.5 (bsc#1282902):
    * The test t/test_additional.t used the invalid XML declaration version='a.0'.
      expat 2.8.5 rejects it, so the test aborted and the build failed.
    * Fix old typo in XML declaration
