Description:


   This update to irqbalance fixes the following reports:

   * IRQBALANCE_BANNED_INTERRUPTS configuration option not
   working as documented (bnc#595084)
   * irqbalance did not distribute interrupts evenly
   across available CPUs (bnc#719668, bnc#711778)
   * irqbalance did not parse the CPU topology correctly
   (bnc#721924)
