    This update for crowbar-barclamp-heat provides the following stability
   fixes and improvements from the upstream OpenStack project.

   - Update heat_domain_admin user when it already exists
   - Only add admin role to heat_domain_admin user if role is missing
   - HA: Set Optional ordering for Heat startup
