   This update for crowbar adds support for Grafana 4 and fixes the following

   - keystone: Sync fernet keys when joining cluster.

   - monasca/nova: Enable libvirt monitoring. (bsc#1068505)
   - neutron: Fix conditional statement in template.
   - nova: Add resource limits for api and compute. (bsc#1057086)
   - rabbitmq: Configure epmd.socket to listen on admin IP address too.
   - rabbitmq: Do not mirror queues to all nodes.
   - rabbitmq: Do not use HiPE on virtualized platforms.
   - rabbitmq: Enable HiPE when erlang version is high enough.
   - rabbitmq: Fix queue_master_locator value.
   - rabbitmq: Start epmd.socket, don't just enable it.
   - rabbitmq: Tweak queue_master_locator for ha queues.
   - rabbitmq: Use enhanced features in clustered OCF resource agent.

   - Add support for downinter in haproxy config.
   - Tweak haproxy rise and fall params.
