Description:

   This update for python-cliff fixes the following issues:

   - Update UPPER_CONSTRAINTS_FILE for stable/pike (bsc#1109991)
   - Updated from global requirements
   - update cmd2 dependency to handle py3 only versions
   - Align parsed() call with cmd2 versions >= 0.7.3
   - Fix codec error when format=csv
   - Update .gitreview for stable/pike
   - Fix PEP8 in gate
