Description:

   This update for numactl fixes the following issues:

   - Enabled LTO (bsc#1133098)
   - Dropped the dependency from perl - it was no longer in use
   - Included sys/sysmacros.h to fix an issue when building this package from
     source (bsc#1181571, bsc#1183796)
